I forgot passcode for my watch and it said I had too many attempts to unlock

One thing you can do is long hold the power button and proceed to long hold the power off on-screen button that appears after doing so. Next, you should see a button that says 'Reset'. Click Reset, your contents and data will be erased in the process but you will be able to regain access to your Apple Watch and pair it with your iPhone.
