Is it possible you are subscribed to a different account than the one you are using?


Log into iCloud.com via Safari browser.

Click on Account Settings.

On the left side below the word Storage you will see the quantity of data storage you are subscribed.

As I recall: 5Gb is the free program; 200Gb is the $3/mo subscription; etc.
