iPhone 11pro max “locked”

I have the iPhone 11pro. Went to change carriers and they said my phone was locked. Apple says the carrier has yto unlock it, Verizon says it is not locked on their end. After googling it, I see this is everywhere which tells me this is an Apple problem/issue not the carriers. I have been in contact with Verizon since April 10!! They can not figure this out. If this what an inexpensive phone I would let it go. But we JUST paid this phone off and I would like to use it! Has anyone else had this issue resolved!?
