Do Your Part: Being annual payment is of no option, as of this reply, provide Apple feedback, recommending that this be an option. Apple won't get back to you directly, but the more feedback they receive on this, the more they will know what their customers prefer and what to include in time to come.

1. Go to: Feedback - iCloud - Apple
2. Select: "Storage" for "Feedback Type"
3. Proceed from there as necessary.

You can't, except by using iTunes Store gift cards to prepay the charges.
