How to turn QuickPath function on iPad mini 4?

Settings > General > Keyboard > Slide to Type, where it’s available.
On iPad, it requires use of the mini (floating) keyboard.
Settings > General > Keyboard > Slide on Floating Keyboard to Type
To get the floating keyboard on an iPad, press and hold on the keyboard-vanish button in the lower right of the on-screen keyboard, and you’ll see an option for Floating appear. Tap that.
