If a person has shared their location but no location is found, what does that mean?

I have asked my knee da to share their location with me. Sometimes my child’s location comes up “not found”. Is that common? Or has said child turned off location?

Privacy settings in iOS and iPadOS help give you control over which apps have access to information stored on your device. ... In Settings > Privacy, you can see which apps you have allowed to access certain information, as well as grant or revoke any future access. This includes access to Location Services.
