Can i purchase icloud storage then back up my phone and stop paying for iCloud storage

"If you downgrade or cancel your plan and your stored iCloud content exceeds your available storage, new photos and videos don’t upload to iCloud Photos, files don't upload in iCloud Drive, Messages in iCloud don't update, and your iOS devices don't back up."
So basically many things using iCloud will lock up until you either upgrade again or turn off services so you drop to the 5 GB level.
