No. It's not. The OS contains the hooks needed for apps approved by your government health authority to do exposure tracing.
The OS does not collect any information. That's nothing but a paranoid conspiracy theory promoted on the interwebtubes by nut jobs who don't know what they're talking about.

That’s pretty amazing, because Big Tech is NOT getting the information. That’s the whole point of the way the system was implemented. NO ONE is getting the information except you.
Apple doesn't have your personal health information.
They don't share your information.
You have control over the apps you install.
A: We are not Apple. This is a user forum.
B: If you installed an 'exposure' app, and gave it permission to track you, that's on you, not Apple.
