Question: document tabs

I'd like documents to open in a new tab instead of a new window in Pages. I can create a new tab, and create a new document in that tab, but not open an existing document in a new tab with Pages already open. It seems to me that this used to be possible and quite easy. Did it disappear with Big Sur?

You can open multiple documents with Pages, and then use the Merge All Windows menu item on its Windows menu. You would then have a single Pages instance with a tab for each previously opened document.
