Is it normal for it to be at 99 percent in only 18 days ?

Yes that is normal. It may go down to around 97 or 98% in the first month and then settle around that for at least a year in normal usage.
Make sure you never let it discharge completely too often, and charge as often as possible to reduce the charge cycles.
