Check Settings > Accessibility > Hearing Devices > [your device] and see if Live Listen is “on” or even offered as a choice.

You need wired or Bluetooth headphones to use that feature.

It appears your Live Listen device (AirPods, perhaps?) is not paired to your iPhone.
