if your ipad run an older ios version you can't use the app, it's googles choice how far back they wish to support ios versions

Your iPad mini is too old than the newer version of YouTube. The only way is to purchase a newer iPad

if it says it's up to date and it's not running ios11 currently then it's likely because that model does not support higher ios version than whatever it's currently runnning
