Download the trial version of Carbon Copy Cloner and do just that, clone your internal Mojave drive to the external SSD that is large enough to receive it. This will make a bootable clone.

Great news. I already use Carbon Copy Cloner. So I should attach the new SSD and then specify it as the destination for the CCC clone?
Yes. Whatever is on that external drive will be overwritten.
