Old Mac Desktop Won't get past macOS Utilities screen

Hi - I have an older desktop mac that I haven't used in years. it didn't ever give me the option to sign in with my mac ID. I turned it on and it just shows the macOS utilities screen now. I erased the Disk Utility for Macintosh HD but it still wont let me "reinstall macOS" or "restore from time machine backup" probably because this computer hasn't been backed up.

please help!

iMac 27″, macOS 10.13

Please follow the steps in Startup Screens Troubleshooting Steps. If you still cannot get it to start up please take it to your local AASP to be diagnosed. AASP Locator
