Just got a new iPhone 12 and new Apple TV hardware and I am unable to stream anything
I will either get a spinning wheel or an error message stating “this video format is unable to stream to your TV”
I’ve tried it on three different televisions

In order for AirPlay to work, it requires Wi-Fi.

I set up the Apple TV initially via hotspot from my iPhone... is there no watch streaming video from my iPhone to my television without Wi-Fi?
I have been able to in the past
That’s nice... I used to be able to mirror my phone screen to my TV with Apple TV without Internet in the past
apparently no more
spent $200 on a new Apple TV for nothing
