Question: Forgot notes password, cant open old locked notes !!
CAN SOMEONE HELP ME UNLOCK MY OLD NOTES (whose password I’ve forgotten!! 😫)

You cannot get into them. They will remain locked if you have forgotten password. From the support document that you linked here to: How to lock notes on your iPhone, iPad, and iPod touch - Apple Support See the section If you forgot your notes password.
If you forget your password, Apple can’t help you regain access to your locked notes
