Question: apple ipad

I purchased an ipad online from a former user, I cannot get anything to download, it keeps telling me that the app I want to download is "not compatible" with this ipad. Nothing is compatible for this ipad, and it's starting to get very frustrating

On the iPad, go to Settings>General>About>Model Number and provide that information. Tap on the Model Number if necessary to get it to display the "A" number. That will determine what model it is and what iOS it supports. It sounds like you have an older iPad that will not support the latest apps.
