It sounds like your Mac is not starting up at all. We are going to try to help.
Work through the steps outlined here first: If your Mac doesn't turn on - Apple Support
If you have access to another charger, try and charge it using that different charger and see if that helps.
If it still will not power on, the next step would be to have it inspected.
As you are probably aware, currently some Apple Stores are closed. To check to see if an Apple Retail Store or Apple Authorized Service Provider is open near you, please check this link: Apple - Find Locations
If visiting an Apple Retail Store, be sure to make an appointment. Appointments can be made using the Apple Support App on any iOS device. For Apple Authorized Service Providers, check with them before visiting to be sure they are open.
