We understand that you upgraded your iCloud storage, however you aren't seeing the change. We will do our best to assist. Are you signed into the same Apple ID for iCloud and iTunes & App Store app? If you're not sign in, to the same account in both locations and try again.
If same issue, let's check iCloud Storage plan by going to Settings > [your name} > iCloud > iCloud storage. Also you can check your iCloud stage amount by going to Settings > [your name] > iCloud > iCloud.
