Every time i want to use google pay it prompts for passcode. I have to put my phone too on passcode this is highly aggravating

Google Pay is not an Apple product. Contact the app developer here --> App Support or Google Pay Help - Google Support
or Google Pay customer care - 24/7 Toll free support
Alternatively enable FaceID
Settings > Google Pay > FaceID [Enable]
Go complain to Google. That is not an Apple product.
