keeping a a timer in the foreground on iPad
I want to display a timer in the foreground while Safari if running (being displayed) on an iPad. Is there a way or an app that will allow me to view both at the same time?

Yes - using the iPadOS Split View, Safari and the native Timer App...
I presume you know how to open Safari and the Clock (Timer) App.
