Low resolution and quality of photos taken on 12 Mini

Welcome to Apple Support Communities. We understand that you have some concerns about the resolution of the photos on your device. It appears that you may have Optimize iPhone Storage enabled in iCloud. This would store the original versions of your photos in iCloud and lower resolution photos on your iPhone to save storage space. You can see how to disable this feature in the following link.

Yes there is as it's a browser feature.

Long press on the download icon to see the 2 options. See this at 1:46 of the video.

Are you seeing 3 Megapixels, or 3 Megabytes?

What are the dimensions of the photo? A 12 Megapixel photo should be approximately 4000X3000 pixels.

Does this happen with Zoom or when using a certain camera mode? If you go to Settings > Camera > Formats, is High Efficiency or Most Compatible?

Photos downloaded from iCloud have resolution of 3 megapixels instead of 12.

see the 2 options for downloading from iCloud at 2 different sizes.

That is what is available. Apple does not generate a higher quality JPEG for download.
