Trying to reset my iPad without a backup. Can I reset it to factory settings?

Trying to factory reset my iPad. No recovery or backup. Keeps saying recovery failed.

Unless you have a pre-existing iCloud or iTunes backup, or other backup of your data/files, any locally stored data will be irretrievably lost.
