Apple recommends this answer for this question but no where does it say that in the screen repair page in fact it says just the opposite https://support.apple.com/iphone/repair/service/screen-replacement so is there a correct answer?

The scenario in that post is unique; that person's phone was falling apart. It's likely they couldn't use it properly.
Apple's documentation will recommend you back up the phone, but if it's physically damaged that often is impossible.

The response from the post you took a screen shot of is correct; with your phone's display in that state, you will have to get it replaced.
Hopefully you had iCloud backup enabled and won't lose much data.

pretty much the same problem... but I started the update before I asked the question because I went to the screen repair page first. i removed the phone before the update was complete because i couldnt read the screen
