Hello! I’m actually helping a friend with her iPhone 11 Pro. Her screen is locked and can’t use it. Have a.ready restarted several times by tapping the up volume and down volume then holding down the right hand side button. Cant get past this point. Let the battery run out and then charged....this did not help either.

Unfortunately, restarting the phone will not unlock it. If she forgot her screen passcode, the phone will need to be restored.

That is not how you restore it.
You need to plug it into a computer and restore iOS using iTunes (or finder) from the computer.

We’ve tried to restore already by tapping the left top bottom and then the bottom then hold the right hand button in until the apple shows on the screen.
No, that was just a reset. Please review the support article that I sent you, as well as KiltedTim, on how to restore it.
