How do I permanently block an email address?

I've been a Mac user now for over ten years. And I've always had a mac.com email address. It's the only one I ever use.

I have never been able to successful block an email address by using Rules. Even though I set a Rule through iCloud, in order to ensure my iPhone is also included, it never works.

Could someone please help me with this? Surely it must be easy enough to block people if you are getting unwanted mail.

Mail rules are set from iCloud.com when Apple ID is signed with its account credentials using a Mac Set up rules to filter email in Mail on iCloud.com - Apple Support, if you still have signed an iPhone with same Apple ID and password on the same network , the mails rules are confined to an individual device and not shared .
