Some Thoughts:

A. Try Hard-Restarting your iPhone:

  1. Go To: Settings
  2. Select: General
  3. Scroll to: the Very-Bottom
  4. Select: Shut Down
  5. Slide Finger: to the Right
  6. Wait: 30 Seconds
  7. Power On: the iPhone
  8. Try this Once More

B. Deselect: Photos in iCloud, then reselect Photos

C. Log Out: of iCloud, and then log back in

If you haven’t already, check to see if your payment for the upgrade went through.

settings/top tab with your name and pic(apple Id)/media and purchases/view account/purchase history

If payment went through you will see it there. I suggest taking a screen shot cropped to that payment and then utilize the Apple service chat and they should be able to assist you.

Also make sure you upgraded for enough space for the files you have. You didn’t provide that info so we have no clue how much of an upgrade you purchased and the total size of the files to be uploaded to cloud.

Check your spelling as well. You may get quicker answers if your questions are legible.
