I purchased a new IPAD for my grandson! How do I create a new Apple account for him using my account as a base but not allow him access to my account and hence private messages/email/etc.

You should not share your Apple ID at all.
If he is under 13, read here => Family Sharing and Apple ID for your child - Apple Support
If he is older, with a new valid not used in an Apple environment (3rd party) e-mail address and create one here => https://appleid.apple.com

Be certain you start with a brand new device. Watch the use of “my account as a base” - limit that to Family Sharing.
