.pkg / .mpkg - files

Is it possible to open/unzip a .pkg/.mpkg - file on ipad ? Any known apps who can do this ?

I want to use an example code-file from micro-electronica (Mikroe). ( click-board)

I can extract it on a windows-machine and then copy it to the ipad, but very mobile is this solution not, the example files are online available in mpkg-format.

Software for embedded programming is almost always windows-only (keil, iar, ... even just arduino ide).

Is Apple the problem or is it not profitable for other vendors.
