Photo resolution and quality

I have a new iPhone 12 max plus because of the 12 MP camera. My camera is taking low resolution pics and storing them also at low resolution whether in the cloud or on my devices. I do a lot of print work and with such low resolution I can only make a pic the size of a 2x3 picture. The file sizes are around 500 kb which is too small to do anything. I need at least a 1 mb to do a 4x6 or 5x7 and at least 5 to do a 20x20. I can’t do a 12x12 without at least a 3MB. I called Apple. She told me my setting are right for storage and on the camera. She said to switch to wide screen 16:9 ratio which I have read makes the detail resolution worse. Anyone have any answers. All the answers I have read does not solve the issue.

Catdis, Thank you for providing us with those details. You mentioned that all your photos were coming through in a low resolution despite confirming that your camera settings are correct when you contacted Apple Support. Is that correct? If so, can you please tell us if you are noticing the low-resolution photos when you are connected via Wi-Fi, cellular, or both?

Also, how much storage is taken up by your Photos when you go to Settings>Your Name>iCloud>Manage Storage?

How much storage do you have available on your device when you go to Settings>General>iPhone Storage?

When you are using iCloud Photos, and you have Optimize Storage turned on, then iCloud Photos automatically manages how many of your iCloud Photo Library photos are going to display in a Full Resolution mode, based on the amount of memory you have available. As you need memory, it changes the photos to a thumbnail version that you can download by tapping on the photo:

Thank you for reaching back. So my daughter in law and I both have the same issue and we bought our phones in January 2021. We have 14.4.2 installed and my phone says This is the latest update. I have my settings on my camera set to High Efficiency, Smart HDR. My photo settings are to always upload to the cloud, download and keep originals, and view full HDR. The only thing I have been told is that the download and keep originals needs to be on. Lastly I use a lot of my daughter in laws photos of my grandson which she texts me and I would save them. They all were coming through so low in resolution and when I called they told me the only way to get them in high resolution, larger files is to take them directly from her icloud. So I have access to them their and they are the exact same low resolution, small file as she texted them to me. Her settings are exactly as mine which is how I was told to make sure they are set at, when I have called in on two different occasions. My goal is to have the best quality pic everytime all the time. I would prefer not to have to keep adjusting all the different options for every single pic of possible. If not possible, I need some directions on how to adjust my camera for ever pic to get the best quality. My XR never had a problem when taking pics. The only other thing I was told last time was to change my aspect ratio to 16:9 to take the best pic but in reading about that, Apple website says this will not have as good of detail as 4:3. Thank you for helping.
