Hello my daughter is wanting an Apple Watch SE she has a Tesco mobile contract I understand that the cellular won’t work on this network but will she still be able to receive notification and be able to respond to texts via the watch?

Yes she will and she can activate the cellular at a later date or not at all,here is the differences between cellular and non cellular watches;
