I want too change my region but I have money in my wallet, how I can make my wallet empty so I can change it ?

If you're referring to your Apple ID, buy an item more expensive than your balance and use a different payment method to pay the excess amount; if you can't do this, ask the iTunes Store staff to zero it.

If you're referring to something else, check the service's documentation.
