Can't Access Full Disc Access nor Accessibility Mojave 10.14.6 - 2nd Mac purchase!

I have exactly the same issue - can't add anything to Accessibility nor Full Disc Access in Mojave 10.14.6 on a Mac reseller Refurbished Mac Mini 2018 i7. I've search everywhere online and still can't find a fix even though it seems to be a common issue - my reseller hadn't had this before, a previous reseller also couldn't understand why I can't add anything. I'm the admin of course and I wanted Mojave installed to let me run 32bit audio applications that i still use. I want to add SuperDuper for my sample drives backups - won't let me, wanted to add Teamviewer in Accessibility - won't let me. I've tried a few apps and this is actually the 2nd refurbished unit I've purchased. I sent the first one back for a refund because the exact same thing happened and the tech team was sure it was a Migration issue from my old mac Pro 3.1. Now i purchased a 2018 mac mini i7 refurb and i have the very same issue. I didn't do any migration at all with this one. Just set up my account and went straight to the Privacy settings preferences. It looks like I'll be sending this one back as well!

The common denominator here seems to be :

a refurbished model (in grade A condition both times)

Mojave 10.14.6

I'd would be absolutely delighted if someone can at least give me a fix or tell me what the issue is because I have no idea how to fix it. I've added a new admin account, tried various resets in Terminal and that's as far as i want to go - it should just work out of the box!

If the previous person that had the same issue is still here I'd love to know if he fixed the issue.

Holy cow!?


Safe Boot, (holding Shift key down at startup), does the problem occur in Safe Mode? Could take 10 minutes.


Safe mode attempts to repair Disks & clears lots of caches & loads safe Drivers, & prevents loading of 3rd party extensions, so if Safe Mode works try again in regular boot.


To find out if it's system wide or user specific, try this...


Open System Preferences>Users & Groups, unlock the lock, click on the little plus icon, make a new admin account, log out & into the new account.


Does it work in the new account?


If still no progress...

Which "Mac reseller?" I assume this wasn't Apple, but maybe it was?Where did you buy these units?

Intego Security? Is that installed in the background here?


Finally, do you see any "Profiles" in the System Preferences panes? Could this be a "managed" computer from the previous owner? Apple would never resell such a computer but people have reported in these Discussions that they purchased second hand Macs and found out that they were "managed" systems, which normally can be removed but in certain enterprise cases even a reformat does not remove it. This is not likely and it's a long shot but it has happened with some second hand Macs to some people, we have heard about it in postings here.

I did make a new admin account - allow read and write - and got the same result.

I've been told to reinstall the OS but surely if it's just out of the box , refurbished and ready to roll it shouldn't need a clean install. I did specifically ask for Mojave to be installed to allow me to use my older 32 bit audio applications - the default option was Catalina or Big Sur when i initially purchased but I knew the 2018 mini i7 can run Mojave fine. I'm totally gobsmacked myself for it to happen TWICE, both on refurbs albeit with 1 year warranties. My old Mac Pro 3.1. 2008 and G5 are still running great, this "upgrade" has been a nightmare so far.

ok , just tried Safe Boot - same thing - nothing is added. I should point out that I can drag and add from "+" options they just don't show in the settings at all - I'm not getting any errors about not being able to physically add the apps. They just don't go into the Accessibility or full Disc Access settings.

I have not installed any of my apps except SuperDuper and Teamviewer and only setup my own admin account, I've not done anything else except I had 3 Mojave security updates pending and I let the system install these.

I use SuperDuper every day for my audio drive backups and use Teamviewer periodically but both require access to the Privacy settings options to run.

With the previous refurbished purchase I migrated everything over from my Mac pro 3.1 and everything went fine, I authorised the applications that needed authorised, I have a ton on Ilok keys so that was even easier and the computer functioned great. It wasn't until I went to do a backup that evening using Superduper that I got the Full Disc Access notice, and then I checked other apps I havn't used yet and my Intego Security setup - I didn't get any warnings at the time of migration etc so I didn't think anything of it. Anything that needs Accessibility or Full Disc Access cannot be added. Because I was always on 10.11.6 I didn't know anything about the new security settings introduced in Mojave and since searching online there are a lot of users with the same issue, with different apps of course - their common denominator seems to be anti-virus and security installs. I do not have any security or antivirus installed yet , i just turned on the built in Firewall when the mini started up. I've also tried turning the firewall off (i'm really clutching at straws now!) and I know that if i was to disable SIPS it would work - this again is the common "fix". So, I'm at a loss really and as musician whose MACS have always just worked correctly, I don't want to try anything out with my basic comfort zone because i feel i shouldn't have to!

Right, you shouldn't have to, but mostly it just diagnostics in an attempt to fond a very uncommon problem... & it'd be really hard to believe that 2 in a row would need reinstalling of the OS... I have seen new ones needing it though.


Please don't shoot me for asking, but in Sys Prefs Accessibility & Full Disc Access, you are unlocking the lock at bottom left?

Not that I know why I'm looking for but, In the Mac mini software logs I'm seeing a lot of this since way last year in the logs:


/dev/rdisk2: /dev/rdisk2: ERROR: volume /private/var/setup is mounted with write access. Re-run with (-l) to freeze volume.


and more recently: as in is yesterday:

/dev/rdisk2s1: /dev/rdisk2s1: ** /dev/rdisk2s1 (NO WRITE)


/dev/rdisk2s1:    Executing fsck_hfs (version hfs-407.200.4).

I can't add anything at all, no applications,.. nothing.... to FDA nor Accessibility after unlocking the padlock. Nothing is going in, no apps are even showing then vanishing later - nothing at all. My last thing that I can think of to do will be a reinstall of the current Mojave OS. I assume the OS is already downloaded, ie I don't have to download anything to install the current OS.

I need Mojave to run 32 bit audio applications.

No , it's from a reputable company in london - hoxton macs.

No, my Intego Security is not installed on this macmini, it was migrated over with everything else on my PREVIOUS refurb purchase and again i couldn't add anything to FDa nor Accessibility. I'm doubtful I'll hear of a fix tomorrow from them because nobody so far seems to know why it's happened and how to fix it. The previous refurb Tech guy was superb at guiding me through things and they even sent me a replacement SSD as well to remigrate all my authorisations again to a new SSD but I got the very same result. I may ask them where these minis came from because they seem to come in batches - I asked to be notified when they got them back in stock and they replied that they should have them back in within 2 to 3 weeks and this was the case.
