Deleting apps permanently from iphone

All methods described in help section do not work. I wish to delete several apps from my iPhone permanently. Holding on app until it wiggles gives the option to put it in the library. From the library the only option with this method is to move it back to the Home Screen. In general settings under the apps menu there is no option to delete the app. I want to delete apps permanently from my iPhone 8 running the latest version on operating system 14. Help?

You may have Screen Time Restrictions set to ON.

Open Settings ➔ Screen Time ➔ Content & Privacy Restrictions ➔ iTunes & App Store Purchases ➔ Deleting Apps : Set this to ALLOW.
