I don't believe that the Firewall blocks OUTGOING traffic, it blocks incoming traffic.

Probably best (versus using Terminal commands, since with Terminal you really should know what you are doing to avoid unintended consequences) is to configure your router to block outgoing connections to specific internet locations or IPs or domains.
That doesn't answer my question. Does big sur have a built in firewall that blocks outgoing traffic?
I was interested in if big sur improved the security of the firewall to allow blocking on outgoing traffic. All firewalls block incoming traffic by default.
