Because Big Sur macOS 11 is the current version, and Catalina macOS 10.15 is not, and your Mac can run both, and you can upgrade directly from High Sierra macOS 10.13 to Mojave 10.14, to Catalina macOS 10.15, or to Big Sur macOS 11.

Catalina and Big Sur do require all your apps be 64-bit, which means upgrading or replacing or retiring older 32-bit apps. You can use the Go64 tool to find those. As an example, Microsoft Office 2011 and earlier are 32-bit apps and will not work on Catalina and later, and you’ll need Office 2016, Office 2019, the upcoming Office 2021, or an Office 365 subscription, or an alternative such as the (free) LibreOffice package, or the Apple iWork apps which can read and write many Office documents.

Upgrading:

The reason is likely because you are upgrading. It will install the most recent version available. So, all is fine, if you are looking to upgrade.
