Firewall won't turn on, need help

My firewall won't turn on. For some reason it won't let me turn it on. The button that activates it is blurred out and un-clickable. Why won't it let me turn on the firewall?

Mac Mini late 2009, Mac OS X (10.6.2)

There is a lock icon on bottom left of the system preferences>Security>firewall tab. Is that in lock position or unlock?
