How to restore deleted data

Is there a way or an app that can help me to recover those files like photos and videos that were deleted permanently? In my case I deleted some files and even cleaned up the recently deleted files without double checking them.. I dont have a MAC and just using iphone. Appreciate you help.. thank uou in advance
