In what way are you unable to unlock the device? Did you forget the passcode? If so, see this.

If you forgot the passcode on your iPad, or your iPad is disabled - Apple Support

Is the iPad activation locked?

How to remove Activation Lock - Apple Support

If neither applies to your situation, you need to provide some more details.
