Apple Intelligence is now available on iPhone, iPad, and Mac!
So for the UK here the ATT App Tracking transparency seems not to work in 14.5.
I've tried downloading all other apps people were showing with the ATT popup but none of them actually did. Tested on iPad Pro 12.9 2020 and iPhone 12 Pro max as well as an US and UK Apple ID
(Tested for hours, with settings turned on and off and restored the devices with different settings)
If you did not turn on Settings>Privacy>Allow Apps to Request to Track, you will not be prompted. The default is to not allow app tracking.

I am aware of that both settings and restoring to default and installing the apps didn't work. Tested for hours
Today my iPad started asking for some apps like instagram and BBC same version as the iPhone but the iPhone is still silent with ATT.
