Apple watch 3 will has insufficient memory from watchOS 7.4 even after unpairing and re-pairing

After unpairing and re-pairing an apple watch 3, it will not update to watch os 7.4. Even after removing all apps, there is insufficient memory. Why is this? (Other than apple is sending a subtle message that they want me to buy a new watch.)

Yes I am frustrated with this as well. Considering they still sell the series 3, why are these updates so large that you can’t do it? I don’t even keep music or photos stored on my watch, I’ve removed everything possible and there still isn’t enough room.
