Why is my paypal unverified? It had an issue but it has been fixed.

My paypal and funds didn't connect in time and a few funds were missing. The paypal issue has been fixed, but apple keeps saying that I need to verify my account. I don't see anywhere in paypal to do that. Its working fine for everything else. Why won't apple let me use it for apple purchases again?
