iPhone 6s Plus does not respond when connected to PC. Does it have to be connected to a Mac device?

If the device is in recovery mode, you must connect it to a computer and open iTunes on the computer. Once iTunes is opened, it should prompt you saying that a device is connected in recovery mode and it needs to be either updated or restored. - If you can't update or restore your iPhone, iPad, or iPod touch - Apple Support
