If you can't add cards to Wallet to use with Apple Pay
In the above resource there is a particular section you may want to pay close attention to. Here is that section:
-"If the (+) button is missing in Wallet
If you don't see the
button when you open the Wallet app, your device might be set to the wrong region. First,
make sure you're in a country or region that supports Apple Pay. Then, follow these steps to set the region for your device:
-On iPhone or iPad
- Open the Settings app and tap General.
- Tap Language & Region, then tap Region.
- Select your region, then tap Done."
