Toggle Allow Apps to Request to Track OFF
If I toggle Allow Apps to Request to Track OFF it will not allow any app to ask permission and block them from tracking, Correct? Like in the screenshot?

If it is on (green), you will be given the choice to allow an app to track you. If it is off (gray), no app will ask or track you. If you don't want apps to track you, the first screenshot (off - gray) is the right shot.

Is the default to deny tracking green ?
I want to block tracking, Should the button be green or left blank ?
I find that setting to be very confusing ?
All other settings on iPhone follow a different pattern.
I can't seem to find a find information that simplifies this.
Some blogs seem to suggest leave it blank, others have the green setting.
If I want to block ads what setting should I use ?

Yes, the default is to deny tracking.
