Minor Apple ID recovery problems

I have an account for my underage son, dor his Ipad, i cannot seem to recover the accound or unlock it because i cant remember his password.. isthere any way you can assist? Ive already tried everything i can think of, the notification to my number also does nit come through and that is one of the steps to complete in order to reset/unlock the account
