Thank you for that information. According to that article, if you don't see text message forward under Settings " Go to Settings > Messages, turn off iMessage, turn it back on, tap Send & Receive, tap Use Your Apple ID for iMessage, then sign in with the same Apple ID used on your other devices."

Did you try that step as well? Also, text message forward is a carrier feature so you'll want to confirm that your wireless carrier support text message forwarding.
