Impossible to create an account

I have tried numerous times to create an account, I currently have an iPad 1 (the first generation) it keeps giving me errors and won't let me create an account, if I am unable to create an account it's impossible for me to download anything from the App store. Can someone please tell me what I can possibly do to create an account so I can download apps off the App store.
