Entering Passcode results in loading spin.

Help! Every time my son enters his passcode on his iPhone 10 the phone goes into a loading spinner. We reset by quickly pressing volume followed by a quick -volume and then the power button. We get the Apple logo and once again. The passcode screen. Entering the passcode results in the same futile loop.
