first setup of an airtag (ipone X and latest ipad pro) went fine. Second and thrird gave an error: “Could Not Complete AirTag Setup”, “To set up this airtag, sign in with your Apple Id in settings”.
nothing further, but devices are signed in and my account was recognized in the step before. All devices on 14.5, locations services on, bleutooth, wifi.

Settings > Apple ID > Find My > Find my iPhone > Turn this off > Provide password to Apple ID and tap [Turn Off]. Then turn Find my iPhone back on. After turning Find My iPhone back on I was able to complete setup with out this alert.

Thanks for the reference. Strangly enough, at a later moment it worked fine. Same setup, same devices, different result. Maybe some other airtags weren't close or something.
